REDS management met with Sheikh Nahyan bin Mubarak Al Nahyan, UAE Minister of Higher Education and Science

The head of the Russian-Emirate Business Council (RED) Igor Nuyaksov, in preparation for an official meeting with Sheikh Nakhayan bin Mubarak Al Nahyan, held a preliminary meeting with the Deputy Minister of Higher Education and Scientific Research of the UAE, Dr. Al Mazrui.

The main topic of discussion at the meeting with Sheikh Nahyan bin Mubarak was the issue of signing a Memorandum of Understanding between the Ministry of Education and Science of the Russian Federation and the Ministry of Higher Education and Scientific Research of the United Arab Emirates "On Cooperation in Higher Education and Scientific Research." Work on the draft of this document has been ongoing since 2007, and in June 2010 at the second meeting of the Intergovernmental Russian-Emirate Commission (IPC) in Moscow, it was approved and transmitted to the emirate side through diplomatic channels.

Igor Nuyaksov, being the head of the IGC working group (subcommittee) on science, education, technology, culture, sports and tourism, oversees this area. Dr. Al Mazrui noted that "he believes that this document is basic and basic," and expressed confidence that it will be signed in the near future. "This will be an important event in the field of scientific and technical cooperation between Russia and the UAE," said Dr. Al Mazrui. During the conversation, the Deputy Minister expressed interest in promoting high-tech products and intellectual services from Russia to the markets of the UAE and the Gulf countries. They also discussed issues of participating in joint research work and training personnel for relevant departments through such UAE universities as United Arab Emirates University and Higher Colleges of Technology, the development of the International Academic Mobility Program, including the exchange of students and graduate students. After signing the Memorandum of Understanding, in the opinion of the head of the REDS, Russia will have the opportunity to move on to an active discussion of the issues of confirming Russian diplomas, scientific degrees, patents and know-how in the UAE.

On October 12, 2010, at the Mubarak Palace in Abu Dhabi, Igor Nuyaksov met with Sheikh Nahyan bin Mubarak Al Nahyan, Minister of Higher Education and Scientific Research of the UAE. During the meeting, the parties discussed the issue of signing a Memorandum of Understanding "On cooperation in higher education and research." Sheikh Nakhayan expressed his interest in developing scientific and technical cooperation between Russia and the UAE and assured that he would sign a memorandum in the near future. The Chairman of the REDS Igor Nuyaksov announced the order of the Government of the Russian Federation related to the implementation of the project for the construction of the Expocenter "Russia" (Center for Scientific, Technical and Innovative Cooperation between Russia and the GCC countries) in the emirate capital. The parties also touched upon the creation of a joint investment fund aimed at implementing high-tech innovative projects. Sheikh Nakhayan praised the project of the Russia Expocenter, calling it the future symbol of strong friendly relations between Russia and the UAE. Here at the meeting, he gave instructions to the employees of his ministry to organize a program for the Russian delegation to visit leading state universities and research centers of the UAE, including the universities of United Arab Emirates University and Zayed University, the Higher Colleges of Technology College of Technology, as well as the CERT research center.

Considering the fact that Sheikh Nakhayan respects Russian culture and art with great respect, and he himself has repeatedly acted as the initiator of the visit of leading Russian creative groups to the Emirates, Igor Nuyaksov invited him to celebrate the Days of Russian Culture, which are scheduled to be held in the UAE in February-March 2011 of the year.
