IN OCTOBER 2010, ABDRAKHMANOV BAURZHAN KAZYKBAEVICH WAS APPOINTED BY THE GENERAL CONSUL OF THE REPUBLIC OF KAZAKHSTAN IN DUBAI AND NORTHERN EMIRATES. IN A TALK WITH OUR CORRESPONDENT, Mr. LORD ABDRAKHMANOV talked about the main areas of activity of the General Consulate, about the implementation of the main tasks in the strategy of the end of the work of hard work.

Baurzhan Kazykbaevich, we congratulate you on your appointment to the post of Consul General in Dubai and the Northern Emirates. Please tell us about the main directions of modern foreign policy of Kazakhstan.

Over the past years of dynamic development, Kazakhstan has been able to take its rightful place on the modern world map. Thanks to the great achievements in its economic and political development over the nineteen years of independence under the leadership of President Nursultan Nazarbayev, today our country is rightfully perceived by the world community as the leader of the Central Asian region. One of the priority tasks in the foreign policy strategy of the Republic of Kazakhstan is the development and strengthening of relations with all countries of the world.

Thus, chairing the Organization for Security and Cooperation in Europe (OSCE) in 2010, Kazakhstan was the first Central Asian state of the former Soviet Union to hold such a post in the history of this organization. During the chairmanship of Kazakhstan in the OSCE, during 2010, a number of important events were held. So, conferences dedicated to the 20th anniversary of the Paris Charter and the Copenhagen Document were held in France and Denmark, an informal meeting of OSCE foreign ministers was held in Almaty, and the OSCE Summit was held in Astana, addressing issues of tolerance and non-discrimination.

The tragic events in Kyrgyzstan confirmed the relevance of such a structure as the OSCE, and the joint decision of the Presidents of Kazakhstan - N. Nazarbayev, the United States - B. Obama and Russia - D. Medvedev on the speedy settlement of the conflict in this country, indicates the timeliness of the OSCE measures.

In 2010, as the OSCE Chairperson-in-Office, Secretary of State - Minister of Foreign Affairs of the Republic of Kazakhstan K. Saudabayev visited Belarus, Ukraine, Moldova and Norway, Denmark, Germany, New York and Afghanistan. He also attended the meeting of the OSCE Permanent Council in Vienna (Austria) on November 15, 2010.

On December 1-2, 2010, the OSCE Summit was held in the capital of Kazakhstan, Astana, following which the Astana Declaration was adopted, confirming the common vision of the security community for the future. Summing up the work of this summit, the President of Kazakhstan N. Nazarbayev noted: "For the first time in 11 years, the OSCE Summit has adopted a declaration. This event opens a new stage in the life of the organization, this is our common, truly historic success, which meets the hopes of the peoples for a safer, better world." . As the OSCE Chairman-in-Office, Secretary of State - Minister of Foreign Affairs of the Republic of Kazakhstan K. Saudabayev noted: "The efforts of Kazakhstan as the OSCE Chairmanship, in general, have been highly appreciated by the OSCE participating States and the international community."

In 2011, Kazakhstan will chair the Council of Ministers of Foreign Affairs of the Member States of the Organization of the Islamic Conference (OIC Council of Foreign Ministers), which will be a qualitative continuation of Kazakhstan’s multilateral diplomacy. One of the significant directions in the foreign policy of Kazakhstan is the expansion and development of relations with the countries of the Arab world.

Mr. Abdrakhmanov, could you tell us how the bilateral cooperation between Kazakhstan and the United Arab Emirates develops?

Diplomatic relations between the Republic of Kazakhstan and the United Arab Emirates (UAE) were established on September 1, 1992. The Consulate General of the Republic of Kazakhstan in Dubai and the Northern Emirates has been operating since 1997.

An important factor in achieving a high level of interaction between our countries is the established trusting relations between the heads of our states, and the continued intensity of the meetings at the highest level leads to real results in the field of political and economic cooperation. Today, Kazakhstan and the UAE are actively cooperating in the trade, economic and investment spheres. So, over the three quarters of 2010, trade between the countries amounted to 78.8 million US dollars (including: export - 10.9 million, import - 67.3 million).

Baurzhan Kazykbaevich, what priority tasks can you single out in the work of the consulate general?

Within the framework of the tasks set by the leadership of the Ministry of Foreign Affairs of the Republic of Kazakhstan, the Consulate General intends to continue active work in order to develop and deepen the trade, economic, cultural and scientific ties of Kazakhstan with the UAE. At the same time, the Consulate General pays special attention to the promotion of the socio-economic, cultural and spiritual life of Kazakhstan abroad. I would also like to note that one of the priority areas in the work of the consulate general is to provide support to citizens of Kazakhstan, perform consular functions regulated by international law, and establish and develop relations with fellow citizens living in the consulate general district.
